The AITAR Digital Gazette is the official institutional publication platform of Aluochier Dispute Resolution. It publishes institutional notices, procedural announcements, amendments to rules, commencement notices, Roster updates, and selected adjudicative instruments under AISTAR 2026 and AITAR 2026. Publication in this Gazette constitutes institutional notice for all proceedings under those instruments.
The Chief Adjudicator and President of Independent Tribunals announces the opening of enrolment for the AITAR Tribunal Training Programme: a structured, constitutionally grounded qualification framework for independent tribunal members under Article 1(3) of the Constitution of Kenya. The Programme comprises four Tiers, covering general dispute resolution (AITAR), succession (AISTAR), and electoral dispute resolution (AIETAR).
This Practice Direction clarifies the application of professional fees for Adjudication Highway proceedings under AITAR 2026. It provides that the ad valorem tables in First Schedule Parts 4 and 5 apply equally to Adjudication Highway matters, with the applicable track determined by the internationality tests in Rule 4. The Direction also confirms the application of the 50% ex parte/consent rate to adjudication proceedings.
This Practice Direction establishes the complete framework for direct entry into the AITAR Tribunal Training Programme. It sets out the eligibility thresholds, application procedure, competency mapping, written assessment tasks, bridge module prescription, and the Deferred Payment Scheme (DPS) for candidates with substantial prior adjudicative or arbitration experience.
This Practice Direction provides a structured protocol for addressing the lapse of professional indemnity insurance of a Tier B Roster member after appointment to an SRT panel but before the conclusion of review proceedings. It balances access to justice, expeditious administration, and the personal accountability of the SRT member.
The founding issue. Establishes the Gazette as the official institutional publication platform; announces the Structured Settlement Track; records the Sovereign Hash Protocol; and opens proceedings to petition and application.
The founding issue of the AITAR Digital Gazette formally establishes the platform as the official institutional publication of Aluochier Dispute Resolution under AISTAR 2026 Rule 72 and the corresponding provision of AITAR 2026. It announces the Sixth Edition of AISTAR 2026 (revised 19th April, 2026) as the operative succession instrument and gives formal notice of all key institutional commencements.
The AITAR Digital Gazette is not a newsletter or a marketing publication. It is the formal institutional record of Aluochier Dispute Resolution: the authoritative source of legal notice for all proceedings conducted under AISTAR 2026 and AITAR 2026.
Publication in the AITAR Digital Gazette constitutes institutional notice for the purposes of all proceedings under AISTAR 2026 and AITAR 2026, by express provision of Rule 72 of AISTAR 2026. This is not merely informational: it is a legally operative act. The Gazette is the institutional equivalent of the Kenya Gazette for the purposes of all AISTAR and AITAR proceedings.
The Gazette publishes institutional notices of commencement and amendment of rules; Roster admissions, tier advancements, and disciplinary notices; notices of Tribunal appointment and proceedings; SST and Adjudication Highway public notification requirements under Rules 18(4), 20(3), and 60(3)(b) of AISTAR 2026; Sovereign Hash verification records; and Practice Direction publications.
During the transitional period under Rule 72(3) of AISTAR 2026, proceedings requiring constructive notice: including SST Settlement Applications and Adjudication Highway petitions: are also published in one newspaper of national circulation alongside the Digital Gazette. Once the Gazette achieves readership comparable to the Kenya Gazette, the Head of the Institution may declare Digital Gazette publication alone sufficient for all notice purposes.
All certified instruments issued under AISTAR 2026: Determinations, Awards, Review Determinations, and Certificates of Settlement: carry a Sovereign Hash: a SHA-256 digital fingerprint that allows any institution, court, or person to verify the authenticity and current status of the instrument instantly. The Gazette is the publication platform for verification records and Sovereign Hash Protocol notices.
The Gazette publishes notices across six categories, each serving a distinct institutional purpose under AISTAR 2026 and AITAR 2026.
Commencement notices for new rule instruments; amendments to AISTAR 2026 and AITAR 2026; Practice Directions; Transitional Practice Directions (TPDs).
Admissions to the AISTAR Roster; Tier A and Tier B advancements; course certifications; disciplinary suspensions or removals; professional indemnity insurance status.
Public notification of Adjudication Highway petitions under Rule 18(4) and Rule 20(3); SST Settlement Application notices under Rule 60(3)(b); Tribunal appointment notices under Rule 14.
Fee revisions under Schedule D; Digital Gazette readership declarations under Rule 72(3); institutional cooperation announcements; commencement of new service offerings.
Selected published Determinations and Awards (abridged versions per Rule 33(6)); Certificates of Finality; Supervisory Review Tribunal determinations where publication is directed.
Verification records for certified instruments under Schedule F; SUPERSEDED notifications where instruments have been varied or replaced on review; public verification portal updates.
